EUPOL COPPS Supports Judicial Police Training for PCP

RAMALLAH, March 26, 2010 (WAFA)- EUPOL COPPS’ Head of Mission, Henrik Malmquist, co-chaired together with PCP’s Director of the Judicial Police, Lt. Col. Iyad Stayeh, the graduation ceremony of a unit of the Judicial Police in Headquarters in Al Bireh.

The programme, from which 40 officers have graduated, consisted of specialised training on enforcement of court judgements and prosecutors’ requests. It also included practical exercises and the implementation of UN procedures of searching suspects. Moreover, it included the judicial side of execution of court orders and prosecutors’ requests.

The follow-up courses that will take place within the next 4 weeks will be attended by almost one hundred officers and will deal with the security of court buildings, the proper handling of detainees, and their transportation and delivery to courts. Further courses are also planned in the field of close protection for prosecutors, judges and witnesses.

EUPOL COPPS’ Head of Mission highlighted that “this has become a very prestigious project of a lot of interest for the Palestinian Civil Police, as I have been recently told by all the Minister of Justice, the Attorney General and the Chief Justice.”
Commissioner Malmquist then encouraged the graduates to take their new tasks very seriously, becoming their “long term responsibility.”
Lt. Col. Stayeh said that “every country should work according to the law” and called upon the future Palestinian State “to act according to a clear separation of powers.”
He also emphasized the “great burden of responsibility that will now rely on your shoulders”, addressing the Police officers just before the handing of their graduation certificates.

He finally thanked the European Union and the Government of The Netherlands, that leads the Justice Sector reform, for “their support to the development of the Judicial Police within the establishment of an independent and democratic Palestinian State.”
