EU and ASEAN reaffirm support for two-state solution as a key path to peace in the Middle East

BRUSSELS, April 28, 2026 (WAFA) - The Association of Southeast Asian Nations (ASEAN) and the European Union (EU) reiterated their support for a comprehensive and durable solution to achieve just and long-lasting peace in the Middle East based on the Two-State solution in accordance with international law and the relevant UN resolutions.

In a joint statement issued following the 25th ASEAN-EU Ministerial Meeting (AEMM) held in Bandar Seri Begawan, Brunei Darussalam, the two sides emphasized the need for all parties to refrain from actions that could escalate tensions or widen the conflict.

The Meeting was co-chaired by The Honourable Dato Erywan Pehin Yusof, Minister of Foreign Affairs II of Brunei Darussalam, as Country Coordinator of ASEAN-EU Dialogue Relations, and Her Excellency Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission. The Meeting was attended by the Foreign Ministers from ASEAN and EU Member States, as well as representatives of the ASEAN Secretariat.

The joint statement expressed grave concern over the deteriorating situation in the Occupied Palestinian Territories. “We deplored the continuing catastrophic humanitarian situation in Gaza, despite the ceasefire and initial steps toward implementing the Comprehensive Plan to End the Gaza Conflict (“Gaza Peace Plan”), facilitated by the United States.”

The two sides condemned all attacks against civilians and civilian infrastructure, and called for rapid, safe, sustained and unimpeded humanitarian access to all those in need, including through increased capacity at border crossings, including by sea. “We recalled the need to ensure the protection of civilians at all times.”

The statement called for the full implementation by all parties of the ceasefire and of all other provisions of UNSC Resolution 2803 (2025), in line with relevant UNSC Resolutions, which endorses the Gaza Peace Plan and provides for the establishment of a temporary International Stabilization Force (ISF) in Gaza, with a view to achieving a permanent end to hostilities.

“We underlined the importance of its full and effective implementation in accordance with international humanitarian law and international human rights law, taking into account the inalienable rights of the Palestinian people, including the right to self-determination and to their homeland of the Palestinian people.”
