RAMALLAH, February 16, 2016 (WAFA) – The Palestinian Prisoner’s Society (PPS) said that two Palestinians reported having been physically abused at the hands of Israeli soldiers prior to their detention.
PPS said that Tamer Abu Dayya, 29, and Haytham Khlaid, 27, both from Bethlehem district, were severally beaten across their bodies, particularly on the head, by Israeli soldiers, as they were detained from their homes after midnight.
Both said Palestinians were placed under administrative detention, without charge or trial.
Israeli authorities routinely employ administrative detention despite the fact that international law stipulates that it may be exercised only in very exceptional cases – and then only as a last possible resort, when there are no other means available to prevent the danger, explained B’Tselem, an Israeli human rights center.
“Israel‘s use of administrative detention blatantly violates the restrictions of international law. Israel carries it out in a highly classified manner that denies detainees the possibility of mounting a proper defense.”
“The detention has no upper time . Over the years, Israel has placed thousands of Palestinians in administrative detention for prolonged periods of time, without trying them, without informing them of the charges against them, and without allowing them or their counsel to examine the evidence,” said the center.
