RAMALLAH, July 22, 2025 (WAFA) – Prime Minister Dr. Mohammad Mustafa reiterated, on Tuesday, that Israel, the occupying Power, bears full legal, political, and moral responsibility for the catastrophic situation unfolding in the Gaza Strip.
"Statements of condemnation and denunciation are no longer sufficient. The dire humanitarian situation in the Gaza Strip demands far more as it has surpassed all possible descriptions. It needs greater, immediate and sustained international pressure to open all crossings without delay, ensure the unconditional and unhindered entry of adequate humanitarian aid, and ensure that this aid reaches every person in need," the Prime Minister stated.
"What we are facing is an actual famine. Children are dying of hunger, the elderly are collapsing, patients are perishing without access to medicine, entire families are being annihilated, and those who have survived are now left without shelter, water, or food," he added.
Speaking at the opening of the weekly Cabinet session held in Ramallah, Prime Minister Mustafa emphasized that the Government of Palestine is working on the ground, through the Government Operations Room for Emergency Interventions for Gaza, to coordinate all efforts and resources to respond to the humanitarian crisis. At the same time, a governmental team led by the Ministry of Planning is preparing for the Gaza reconstruction conference in Cairo, to be held once a ceasefire is in place.
Mustafa also reaffirmed the Government’s ongoing and tireless work on the diplomatic level to form a broad international front that rejects the occupation and its policies. We are exerting pressure through the United Nations, the Arab League, the Organisation of Islamic Cooperation, the European Union, the African Union, and other international platforms and influential states, to translate their condemnations into concrete actions, steps, and punishments for the aggressor. This is to ensure that Israel complies with the international consensus calling for an end to the aggression against the Palestinians in the occupied Palestinian Territory, including Jerusalem.
"Gaza is not merely a humanitarian issue; Gaza is the very heart of the Palestinian cause. There can be no stability in this region without ending the suffering of its people and addressing the root causes of their plight," the Prime Minister stressed.
Prime Minister Mustafa further highlighted the upcoming International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, to be held in New York next Monday under the auspices of the United Nations and co-chaired by Saudi Arabia and France.
This pivotal conference will focus on creating a unified international front and collective commitment by participating states to take concrete, time-bound steps to realize Palestinian statehood—starting with the immediate recognition of the State of Palestine in accordance with international law and relevant United Nations resolutions.
The conference is also expected to call for an immediate halt to the Israeli aggression on Gaza, ending famine and forced displacement, facilitating the unimpeded entry of humanitarian aid, and ensuring genuine protection for the Palestinian people.
The conference agenda will also encompass direct political and economic support for the State of Palestine and the Government's reform program. It will initiate discussions on strategic state-building projects, including an airport, a seaport, and border crossings. Moreover, the conference will address the imperative of ensuring Palestinian access to their natural resources.
It will also address support for the development of the Palestinian private sector, the removal of restrictions on movement and access, and the integration of Palestine into the international financial and monetary systems. In parallel, efforts will be intensified to obtain full membership for the State of Palestine in the United Nations and global financial institutions.
Additionally, the Prime Minister emphasized that the conference represents an opportunity to mobilize support for the Gaza Reconstruction Conference and the Donors' Conference to aid in restarting the Palestinian economy, and to compel Israel, the occupying Power, to implement the signed agreements, with the immediate release of the withheld Palestinian funds being a top priority. It will also focus on reviewing these agreements to free the Palestinian economy from the imposed restrictions, particularly in areas classified as "Area C."
On the financial and economic matters, Prime Minister Mustafa stated: "Rest assured that your Government, under the leadership of President Mahmoud Abbas, is working tirelessly, around the clock, on all fronts. We are exerting pressure through every political, legal, and international channel to recover the withheld Palestinian funds. At the same time, we are actively exploring internal solutions to support you. We understand that temporary measures are not enough; what is required are sustainable, long-term solutions—and that is precisely where our focus lies."
Addressing public sector employees, Prime Minister Dr. Mohammad Mustafa stated: “Our state is anchored in its institutions—and those institutions endure because of the steadfastness and dedication of our public servants. What affects our employees affects the entire nation. We are in this together, and we remain firmly committed to standing by you during these difficult times. We bear our responsibility toward our steadfast employees, just as they shoulder the burden of our shared challenges."
Prime Minister Mustafa concluded his remarks by assuring our people that we will overcome these challenges through our unity, resilience, and solidarity—no matter how intense the pressure becomes or how long the blockade lasts, and despite all the occupation’s schemes.
