Government implements rotation of 313 senior positions to boost efficiency

RAMALLAH, February 19, 2026 (WAFA) -  | Government Communication Center —* As part of the Government’s National Program for Development and Reform aimed at enhancing the efficiency of public institutions, and based on directives from Prime Minister Dr. Mohammad Mustafa to improve the work environment and increase productivity on the basis of equal opportunity, a rotation process has been implemented for senior positions across government departments. The process seeks to optimize the use of employees’ expertise through structured internal mobility, including senior-level posts.

According to a report issued by the Government Communication Center, the rotation process encompassed 313 supervisory positions across various government departments as of early January.

Rotation of Heads of Government Authorities and Agencies

The rotation included 9 senior leadership positions in government authorities and agencies, including: Head of the Palestinian Water Authority; Head of the Palestinian Energy and Natural Resources Authority; Acting Director General of the Palestinian International Cooperation Agency (PICA) at the Ministry of Foreign Affairs; Executive Director of the Palestinian Employment Fund; Head of the General Administration for Borders and Crossings; Acting Head of the National and Vocational Education and Training Commission; Head of the Environment Quality Authority; CEO of the Palestine Investment Promotion Agency; and CEO of the Palestinian Industrial Estates & Free Zones Authority.

Competitive Appointment of Deputy Ministers from Within the Public Sector

Fifteen Deputy Minister positions were filled through an internal competitive, merit-based process limited to civil servants. The process included public announcements and examinations and covered the ministries of: Finance; Planning and International Cooperation; Industry; Interior; Local Government; Public Works and Housing; Transport; Women’s Affairs; Social Development; Jerusalem Affairs; National Economy; Endowments and Religious Affairs; Telecommunications and Digital Economy; and Agriculture. In addition, a Deputy Minister for Expatriates Affairs was assigned at the Ministry of Foreign Affairs.

Rotation of Supervisory Positions Across Ministries and Agencies

At other supervisory levels, the rotation included: 30 Assistant Deputy Ministers; 156 Directors General; 49 Heads of Units; and 54 Directorate Directors. These positions were distributed across various ministries and public institutions, including the Ministry of Transport (26), the Ministry of Local Government (23), the Ministry of Labor (20), the Ministries of National Economy and Social Development (18 each), and the Ministry of Endowments and Religious Affairs (17).

Other ministries included: Finance and Planning (15), Education and Higher Education (14), Agriculture (13), Culture (12), Health (11), Interior (10), Tourism and Antiquities (9), Public Works and Housing (9), Energy and Natural Resources (9), Justice (9), Telecommunications and Digital Economy (8), Women’s Affairs (8), Palestinian Central Bureau of Statistics (8), Industry (4) Jerusalem Affairs (4), Water Authority (3). Additionally, the Land Authority recorded 14 supervisory positions subject to rotation.

The Prime Minister has directed the continuation of efforts to develop and circulate senior-level expertise, promote best practices, and enhance institutional integration across government entities through sustained rotation mechanisms.

These measures form part of broader efforts to strengthen governance, promote equal opportunity, circulate institutional knowledge, and introduce renewed leadership from within the public sector — ultimately enhancing efficiency, productivity, and the quality of services provided to citizens.
