RAMALLAH, December 30, 2025 (WAFA) - Prime Minister Mohammad Mustafa instructed on Tuesday all official institutions, particularly the Ministerial Committee for Emergency Action, to mobilize all possible local resources, or through international partners, to better address the needs of displaced families in the northern West Bank. This comes alongside intensified field visits and preparations by technical teams for economic recovery plans and readiness measures to respond immediately once Israeli occupation forces withdraw from the refugee camps.
During its weekly session in Ramallah, the Cabinet called on the international community and UN agencies to take a firm and urgent humanitarian stance to save our people in the Gaza Strip from the harsh winter conditions and successive weather depressions. The Cabinet urged the exercise of maximum pressure to ensure the entry of mobile homes and all essential shelter supplies.
It further called on Arab and Islamic countries to leverage their diplomatic weight and exert pressure on the Israeli occupation authorities to halt their escalating violations, particularly the expansion of home demolitions against Palestinians—especially in Jerusalem—and to put an end to crimes committed by settler mobs against civilians in Palestinian villages and communities.
In the same vein, the Cabinet condemned Israel’s violation of the UN Charter and international law, including relevant norms and conventions, following the Israeli Knesset’s approval of a decision to cut electricity and water to the offices of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in Jerusalem, which provides services to more than 110,000 refugees in the governorate.
Separately, the Cabinet approved the formation of the Hajj and Umrah Committee for the 1447 AH / 2026 Hajj season. The committee will include four representatives from the Ministry of Awqaf and Religious Affairs and five representatives from the Ministries of Interior, Finance, Transport, Tourism and Antiquities, as well as the State Audit and Administrative Control Bureau (as an observer member).
This follows the Government’s approval of the Hajj Affairs Regulation, one of the key reform measures within a comprehensive reform plan. The committee will be responsible for drafting Hajj instructions, approving agreements and contracts related to transport, accommodation, and services, endorsing financial and administrative regulations for Hajj affairs, including guidance and preaching procedures, and making recommendations on the selection of mission representatives.
Furthermore, the Cabinet referred to the President a draft decree-law on Settlement Courts, particularly after their incorporation under the High Judicial Council. This step is expected to expedite procedures in settlement courts and update legislation that has been in place for decades, in line with the Justice Sector Plan to update legislation, accelerate case adjudication, deliver justice more efficiently, and ease the burden on citizens. The Cabinet also approved the Regulation on Fees for the Land and Water Settlement Court, setting and organizing applicable service fees.
In addition, the Cabinet approved the initiation of the necessary procedures to establish a Palestinian Accreditation Center, to be endowed with appropriate administrative and financial independence within the Ministry of Industry. The Center will implement the National Quality Infrastructure Policy, and is tasked, among other responsibilities, with issuing competency certificates to relevant bodies, in line with international requirements for the center’s recognition.
