RAMALLAH, February 25, 2025 (WAFA)—Prime Minister Mohammad Mustafa reaffirmed during the weekly Cabinet meeting President Mahmoud Abbas's vision for addressing the challenges of the coming phase, which will be presented at the emergency Arab summit in Egypt on March 4.
The Cabinet emphasized the importance of this vision, which is structured around six key pillars. First, it calls for enabling the Palestinian government to assume its full responsibilities in Gaza, just as it does in the West Bank, including Jerusalem. Second, it underscores the need to support the Palestinian government’s recovery and reconstruction efforts, ensuring that the people of Gaza remain in their homeland rather than being displaced. This process will be carried out in cooperation with Egypt and other Arab and friendly countries.
The third pillar focuses on advancing institutional reform and enhancing the quality of public services, a program that has already received broad international support. Fourth, President Abbas’s vision includes securing a comprehensive and lasting ceasefire in Gaza and the West Bank, including Jerusalem. It also stresses the urgent need to halt the occupation’s aggressive actions undermining the two-state solution.
The fifth element of the vision highlights the continued pursuit of political and legal action in all international forums and courts. It asserts that the full implementation of a sovereign two-state solution, grounded in international legitimacy, is the only viable path to ensuring regional security and stability. This, in turn, necessitates the swift convening of an international peace conference.
Finally, the sixth pillar emphasizes the need to uphold Palestinian national unity based on the Palestine Liberation Organization (PLO) as the sole legitimate representative of the Palestinian people. It calls for adherence to the PLO’s political program and international commitments, as well as the principles of a unified governance system, a single legal framework, and one legitimate security apparatus. Furthermore, it reaffirms the commitment to democratic principles, with elections to be held within a year—provided the necessary conditions are met.
Meanwhile, the Cabinet announced that the Ministry of Health has extended its polio vaccination campaign in Gaza, stating that as of Monday, approximately 93% of the targeted children had already received their vaccinations.
The Cabinet instructed the Ministerial Committee for Emergency Affairs and the emergency committees in the governorates to intensify field interventions to address the impact of the ongoing and escalating aggression in the northern West Bank. It also emphasized the need to assess the needs of the Palestinian people and strengthen their resilience.
Additionally, the Cabinet reviewed the overall governmental interventions in Gaza through the government operations room over the past week. Efforts are focused on accelerating rubble removal, securing financial and material resources for repairing partially damaged housing, distributing food parcels, blankets, and shelter supplies, and providing cash assistance in partnership with UNICEF to around 40,000 families, primarily those with special needs and children.
