Palestinian Government: Four key paths to developing the national economy and business environment

RAMALLAH, November 27, 2025 (WAFA) – Through the National Program for Development and Reform, the Palestinian Government is working on a wide range of administrative, institutional, and legislative development and reform processes to support and develop economic activities in various fields, including trade and business, under the umbrella of the Ministry of National Economy.

This has contributed to a qualitative shift in the work environment within the Ministry, and in the level of services provided to citizens and the private sector, and on track to achieve the plan to relieve, revive, and restore the productivity of the economic sectors destroyed by the Israeli occupation in the Gaza Strip, as included in the Government plan.

These efforts and interventions were divided into four main areas: legislation and laws, digital transformation, institutional reform and restructuring, and reconstruction of economic sectors.

First: The Ministry carried out the interventions required to relieve and revive the economic sectors destroyed by the Israeli occupation, these were included in the Government plan to relieve, revive, and rebuild the Gaza Strip, which includes 56 sub-programs in 18 sectors, including housing, social services, infrastructure, economy, and governance, to be implemented in close coordination with ministries, national institutions, and international partners.

Second: Legislative reforms to enhance competitiveness and market regulation

During the year and a half of Dr. Mohammad Mustafa's government, the legal framework governing economic activities has been updated to keep pace with modern standards and the requirements of the Palestinian market. The most notable achievements include:

•         Issuance of the Competition Law to prevent monopolistic practices, promote transparency, and create a fair market environment.

•         Issuance of the E-Commerce Law to regulate online transactions and build an integrated digital economy.

•         Issuance of the quota system to regulate imports and distribute trade quotas fairly and transparently.

•         Adopting a non-profit company system to support developmental and social institutions.

•         Adopting a new company registry management system that includes electronic registration to facilitate the investment environment and reduce financial and administrative burdens.

•         Establishing a national anti-dumping team, initially covering the clothing, footwear, stone, and detergent sectors.

In addition, the Government, through the Ministry of Economy, is working to amend a number of laws in the coming period, including the Consumer Protection Law, the Trade Law, the Commercial Agencies Law, the Industrial Property Law, and the Insolvency Law, with the aim of strengthening consumer rights and improving the performance of the private sector.

Expanded partnership with the private sector

In the context of supporting the economy and enabling the business environment, the following have been approved:

•         The National Strategy for Small and Medium-sized Enterprises (SMEs) to promote innovation and facilitate access to finance and markets.

•         The implementation of the “Green Economy in Palestine” project, whereby the “Green Solutions 2025 Exhibition” will be organized before the end of this month, as a national platform for green solutions and initiatives in Palestine.

•         The establishment of the Economic Advisory Council to expand the circle of partnership with the private sector.

•         Forming a competition committee with the participation of experts from the public, private, and financial sectors.

•         Activating the Palestinian Consumer Protection Council.

•         The establishment of a heritage center to empower women and youth with Indian funding.

Third: Digital transformation and facilitating transactions

The Government has made remarkable progress in digital transformation by launching an integrated e-services system, most notably:

•         Automating company registration and modification services through the Business Portal and linking fees to the E-SADAD electronic payment platform.

•         Activating electronic signatures for commercial transactions.

•         Launching the “Behmna” platform to receive and follow up on complaints from citizens and the private sector.

•         Launching a joint electronic window with Turkey to regulate import and export operations without the need to review the ministries in both countries.

•         Launch of the “E-Souq” platform to support the marketing of women's home-based industrial products.

 

Fourth: Institutional reform and restructuring

At the internal institutional level, the Ministry of National Economy has implemented a comprehensive organizational restructuring, including the merger of departments and the establishment of new units in line with national priorities. A modern organizational structure has been adopted, comprising:

•         A specialized unit for small and medium-sized enterprises and the green economy to integrate sustainability concepts into industrial and trade policies.

•         An e-commerce department to monitor the development of the digital market and implement relevant legislation.
