RAMALLAH, August 16, 2010 (WAFA)-“Unemployment rate was the highest in Tulkarm governorate among the West Bank Governorates, while Deir AlBalah Governorate was the highest among Gaza Strip governorates,” Palestinian Central Bureau of Statistics (PCBS) said in a report issued Monday.
PCBS report is based on the labour force quarterly survey. Data was collected during 04/04/2010 to 01/07/2010, representing the 2nd quarter of 2010. The data of this round was compared with the data of the 1st quarter of 2010 and the 2nd quarter of 2009.
PCBS survey sample of this round is based on the 2007 census-sampling frame; 7,820 households were selected to represent the Palestinian society of which 7,005 households completed the questionnaires (4,766 in the West Bank and 2,239 in Gaza Strip).
PCBS said, according to the ILO standards, the labour force participation rate in the Palestinian Territory during the 2nd quarter of 2010 reached (41.5%) compared with (40.7%) in the 1st quarter 2010 (while it reached 41.7% during the 2nd quarter of 2009). The participation rate of women reached (15.2%) in the 2nd quarter of 2010 compared with 14.1% in the 1st quarter 2010, while the percentage for males reached 67.1% in the 2nd quarter 2010 compared with 66.7% in the 1st quarter 2010, while it was 66.7% in the 1st quarter for males.
In unemployed persons PCBS stated, the definition of unemployment, the percentage of persons who don't work regardless of seeking or not seeking jobs, increased from 28.0% in the 1st quarter 2010 to 28.6% in the 2nd quarter of 2010, compared with 28.0% in the 2nd quarter 2009.
PCBS said, according to the ILO standards, the percentage of persons who don't work, but seeking jobs increased between the 1st quarter 2010 and the 2nd quarter of 2010.
The results showed that the percentage of the unemployed increased from 22.0% in the 1st quarter 2010 to 22.9% in the 2nd quarter of 2010, as compared with 22.2% in the 2nd quarter of 2009. The unemployment rate increased in Gaza Strip from 33.9% in the 1st quarter 2010 to 39.3% in the 2nd quarter of 2010, while in the West Bank decreased from 16.5% in the 1st quarter 2010 to 15.2% in the 2nd quarter of 2010.
Tulkarm governorate had the highest unemployment rate among the West Bank governorates (21.3%) followed by Qalqilia governorate at (19.0%); while Jerusalem governorate has the lowest unemployment rate (9.7%). For Gaza Strip, Deir AlBalah governorate has the highest unemployment rate (43.3%) followed by North Gaza governorate (41.1%), then Khan Younis governorate (40.7%).
The results showed that the highest unemployment rate was concentrated among youth aged 15-29; the age group 20-24 has the highest unemployment rate and reached 39.4%, distributed as 24.9% in the West Bank and 66.6% in Gaza Strip, followed by age group 15-19 which reached 32.9%, distributed as 22.6% in the West Bank and 72.0% in Gaza Strip, then 25-29 group with 29.1%, distributed as 21.7% in the West Bank and 41.1% in Gaza Strip.
the results showed that the highest unemployment rate in the 2nd quarter 2010 was concentrated among youth females aged 20-29; the age group 20-24 has the highest unemployment rate and reached 51.7% compared with 36.2% for males, followed by age group 25-29 which reached 41.5%, compared with 25.5% for males.
The results showed that unemployment rate among females who completed 1-6 years of schooling was 1.5%; whereas, this percentage reached 35.3% for females completed 13 years of schooling and more as compared with 14.1% among males. The highest rate was among males who completed 1-6 years of schooling at 28.4%.
An increased in the number of employed persons between the 1st quarter 2010, and 2nd quarter of 2010 by 12 thousand employees. The number of employed persons reached 756 thousand in the 2nd quarter of 2010 as compared with 744 thousand in the 1st quarter 2010. The results also showed an increase in employed women from 120 thousand to 134 thousand between the 1st quarter 2010 and 2nd quarter of 2010, the number of employed women in The West Bank increased from 94,600 worked woman to 110,500 Woman, while the number in Gaza Strip decreased from 25,200 to 23,200 in the same period.
At economic activity1 level, the results showed that the percentage of those who have worked in agriculture sector in the West Bank was 15.4% in the 2nd quarter of 2010 compared with 13.3% in the 1st quarter 2010; while the percentage of those who have worked in mining, quarrying and manufacturing decreased 15.3% in the 1st quarter of 2010 to 13.3%.
In 2nd quarter 2010; the percentage of those who worked in construction sector was 12.3% in the 2nd quarter of 2010 compared with 11.4% in the 1st quarter 2010. For Gaza Strip, the percentage of those who have worked in agriculture sector was 7.8% compared with 9.9% in the same period; while the percentage of employed persons in commerce, restaurants and hotels sector was 16.8% in the 2nd quarter of 2010 compared with 18.2% in the 1st quarter 2010. On the other hand, the results showed that the percentage of employed persons in services sector reached 33.7% in the West Bank and 63.1% in Gaza Strip in the 2nd quarter of 2010.
The results showed that the percentage of wage employees in the West Bank was 62.3% in the 2nd quarter of 2010 compared with 63.3% in the 1st quarter 2010; while the percentage of unpaid family members was 9.8% compared with 8.2% in the same period. Also the percentage of self employed person was 20.6% compared with 21.4% during the same period.
For Gaza Strip, the percentage of wage employees was 80.0% compared with 75.0% in the 1st quarter 2010; while the percentage of unpaid family members was 3.6% in the 1st quarter 2010; and reached 1.7% in the 2nd quarter of 2010. The percentage of self employed was 13.6% in the 2nd quarter 2010 compared with 17.1% in the 1st quarter 2010.
Employment in Israel and Israeli settlements from the West Bank reached 13.6% in the 2nd quarter of 2010, (distributed 40.8% have permit, 18.6% do not have permit, 41.1% persons who have Israeli Identity or foreign passport); whereas in Gaza Strip there was no access for workers to enter Israeli settlements.
The results showed that employment the public sector constitutes about one fourth (23.5%) of the total employed person, distributed as 15.7% in the West Bank and 46.9% in Gaza Strip.
The average value of the nominal daily net wage of employees worked in the West Bank slightly decreased from the 1st quarter 2010 to the 2nd quarter 2010 with 85.7 NIS and 84.1 NIS respectively; while in Gaza Strip, the nominal daily net wage of employees was 58.1 NIS in the 2nd quarter 2010 compared with 56.9 NIS in the 1st quarter 2010. For nominal daily net wage for those working in Israel and Jewish settlements were 155.5 NIS in the 2nd quarter 2010 compared with 160.8 NIS in the 1st quarter 2010 to, compared with 145.9 NIS in the 2st quarter 2009.
The average weekly work hours in the West Bank reached 43.6 work hours in the 2nd quarter 2010 compared with 42.8 work hours in the 1st quarter 2010; and in Gaza Strip was 38.8 work hours in the 2nd quarter 2010 compared with 39.1 work hours in the 1st quarter 2010. The average weekly work hours for those working in Israel and Israeli settlements was 39.4 work hours compared with 39.6 work hours at the same period.
Results about wage employees in the private sector showed that only 23.4% of them have a contribution to the pension fund; while 24.8% of wage employees have annual paid vacation, and 45.0% of women have a maternity paid vacation.
Results of first quarter 2010 in the Palestinian Territory showed that about third of workers in the private sector were hired by contract (29.7%) distributed as 27.6% in the West Bank and 36.2% in Gaza Strip.
The results of second quarter 2010 in the Palestinian Territory also showed that 20.4% of wage employees were affiliated to a vocational union distributed as 18.5% in the West Bank compared with 26.1% in Gaza Strip
