RAMALLAH, February 243, 2026 (WAFA) – The Government Communication Center published a report highlighting the government’s key infrastructure achievements during 2025, focusing on maintaining the continuity and reliability of essential services despite difficult economic and financial conditions, particularly the continued withholding of clearance revenues by the Israeli occupation, in addition to ongoing daily attacks.
The Government Communication Center stated that this report will be followed by a series of specialized reports covering achievements in the service, legislative, and economic sectors during the past year, supported by figures and data.
🔘 Ministry of Local Government
During the past year, the Ministry of Local Government worked to enhance financial sustainability and improve the quality of services provided to citizens. It reduced the indebtedness of local authorities by 21.8% through a clearing mechanism and financial settlements, increased the current electricity bill collection rate to 69%, and opened independent accounts for electricity and water services in approximately 70% of local authorities.
The Ministry also approved and implemented 146 development projects and inaugurated 7 public service centers. It supported employment by launching the Community Recovery Program worth $40 million, creating approximately 6,700 job opportunities through municipalities. In the infrastructure sector, the Ministry approved projects exceeding 68 million shekels funded by government allocations (Road Transport Trusts item), in addition to $25 million financed by Arab funds managed by the Islamic Development Bank. It also began implementing the Integrated Solid Waste Management Project valued at $25 million, and connected 11 of its services to the E-SADAD electronic payment platform, enhancing service efficiency and digital transformation.
In addition to projects funded by the government through the Road Transport Trusts (transportation revenues) and other allocations, the Municipal Development and Lending Fund provided support to local authorities to implement projects worth $48 million, including development and infrastructure projects that contributed to improving service quality for citizens.
🔘 Ministry of Public Works and Housing
The Ministry implemented 29 projects for the reconstruction and rehabilitation of main roads and winter damage maintenance, covering approximately 22 km at a cost of 45.5 million shekels. It also constructed and rehabilitated 10.5 km of agricultural roads. The Ministry produced 163 tons of cold mix asphalt to repair emergency potholes and implemented 6 public building and facility projects valued at 25.2 million shekels, in addition to rehabilitating damaged roads in the northern West Bank governorates at a cost of 14.2 million shekels.
During 2025, the Ministry launched 43 tenders and awarded 27 tenders worth approximately $65 million. In the Gaza Strip, it carried out extensive interventions, including sheltering 1,000 families, distributing 11,000 tents and 10,000 tarpaulins, establishing 26 shelter sites, and removing approximately 650,000 tons of rubble.
🔘 Energy and Natural Resources Authority
The Palestinian Energy and Natural Resources Authority launched the Energy Security Initiative and adopted the Energy Sector Strategic Plan (2025–2027), in addition to the National Renewable Energy and Energy Efficiency Plans (2025–2030). It finalized financial settlements with the five electricity distribution companies in the West Bank and purchased and installed more than 87,000 smart meters, contributing to loss reduction and increased collection rates.
The Authority granted 46 licenses for electricity generation from solar energy with a total capacity of 91 megawatts and implemented hybrid solar energy systems in several government hospitals. It also implemented the first phase of the Liquidity Support and Payment System (LSAPS) project with a capacity of 20 megawatts. Additional works included expanding transformer substations in Hebron and Nablus, constructing medium-voltage lines in several governorates, and providing electrical materials and equipment worth approximately $20 million to support the energy sector in the Gaza Strip.
🔘 Water Authority
The Water Authority completed preparations for implementing bulk water supply and connection point projects serving approximately 65,000 citizens in northwest Ramallah and around 120,000 citizens in Jenin Governorate. It also operated and equipped strategic wells in Jenin, Hebron, and Tulkarm, and rehabilitated existing wells in several governorates.
During the year, construction of the Hebron Wastewater Treatment Plant resumed, a project for the treatment of stone-cutting slurry was signed, and approximately 80% of the technical and environmental studies for the treated water reuse component were completed. A regional water facility was established east of Jenin, and progress was made in procedures for establishing the Yatta facility.
The West Bank Water Department achieved financial collections amounting to approximately 468 million shekels by the end of November 2025, in addition to detecting and closing more than 300 illegal water connections.
🔘 Ministry of Telecommunications and Digital Economy
Last year saw the issuance of the Electronic Transactions and Trust Services Law, the drafting of the Personal Data Protection Law, and the activation of the Telecommunications Regulatory Authority. Government digital services were developed through the “Hukumati” platform, which provided 123 electronic services, with 33,464 citizens registered and 1,984 users activated during the year.
On the digital infrastructure front, the National Data Center was developed and cloud computing capacity expanded, hosting 4 major health systems, 288 government servers, and 283 virtual backup servers, in addition to managing 1,505 government domains.
Government digital interconnection expanded by connecting 53 government institutions to the National Data Exchange Platform (UXP) and exchanging 41 electronic services, while the government internet network was expanded to include 2,320 lines. In the field of cybersecurity, 25 government institutions were connected to the SIEM system, and 200 servers were protected through XDR.
The Postal Bank provided financial services to more than 17,000 beneficiaries monthly, with several post offices converted into unified government one stop shops. The Ministry also supported the Gaza Strip during crises by securing telecommunications and internet networks and preparing a comprehensive digital reconstruction plan comprising 25 projects.
