RAMALLAH, December 15, 2025 (WAFA) – The Government Operations Room for Emergency Interventions in the Gaza Strip reviewed today the preliminary plan for reactivating civil service institutions in the Gaza Strip. The plan was prepared by the General Personnel Council, in cooperation with the National School of Palestinian Administration, as part of the government’s efforts to restore the institutional structure of ministries and public institutions, enhance their readiness, ensure continuity of operations, and maintain the delivery of public services to citizens amid the repercussions of the war.
The plan indicated that the total number of civil service employees in the Strip stands at 16,224 employees. The data also showed a concentration of staff in vital sectors, with 64% of employees working in the Ministries of Education and Health, underscoring the importance of maintaining the continuity of these two essential sectors.
The plan further projected that approximately 2,594 employees are expected to retire over the next three years, which necessitates institutional preparedness and early planning for workforce replacement to ensure continuity of government operations and uninterrupted public service delivery, particularly given the exceptional conditions facing the Gaza Strip.
Additionally, it is structured around two main pillars. The first focuses on institutional rebuilding, through updating employee databases, reactivating staff, and strengthening human resources planning. The second pillar focuses on capacity building, through national programs aimed at enhancing the performance of civil service employees and strengthening integration and coordination with civil society organizations, the private sector, and local and international partners, in preparation for the broader reconstruction phase.
During the presentation of the plan, agreement was reached on the need to expedite procedures related to the files of martyrs and deceased civil service employees, through a direct coordination mechanism between the Government Operations Room and representatives of the General Personnel Council.
The Head of the General Personnel Council, Mousa Abu Zaid, stated that the plan represents a fundamental step toward rebuilding institutional readiness in the Gaza Strip, emphasizing that investing in human capital and strategic human resources planning is the cornerstone of ensuring the continuity of public services and strengthening the capacity of government institutions to respond to the demands of the next phase.
The Government Operations Room affirmed that reactivating civil service institutions constitutes a key pillar of early recovery efforts in the Gaza Strip, alongside supporting the institutional rebuilding of civil society and the private sector, thereby contributing to strengthened community resilience and ensuring national readiness for the transition to comprehensive reconstruction.
