Second Palestine Donor Group meeting held in Brussels to discuss support for Palestinian government, Gaza recovery

BRUSSELS, July 13, 2026 (WAFA) - The second meeting of the Palestine Donor Group (PDG) opened on Monday in Brussels, with the participation of Prime Minister Mohammad Mustafa, EU Commissioner for the Mediterranean, Dubravka Šuica, EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, and representatives of donor countries and institutions, as well as international partners.

The meeting’s ministerial session will discuss support for the Palestinian government and enhancing the response to early recovery and reconstruction needs in the Gaza Strip.

Around 65 international and regional partners convened at the European Commission headquarters, the Berlaymont building, for the meeting, which commenced at 9:00 a.m. Brussels time. The gathering brought together officials from the Palestinian government and the European Union, as well as representatives of donor countries, ahead of the ministerial session scheduled for the afternoon.

The meeting’s agenda, which runs throughout the day until 7:00 p.m., includes two main tracks. The first is a morning senior officials’ session, co-chaired by officials from the European Commission’s Directorate-General for the Middle East, North Africa and the Gulf and Palestinian Minister of Finance and Planning, Stephane Salameh, focusing on the financial and economic situation of the Palestinian Authority and progress made in the government’s reform program.

The agenda also includes a session on Gaza’s early recovery needs and mechanisms for coordinating international support in the coming period, in line with the Gaza Peace Plan and United Nations Security Council Resolution 2803.

The afternoon session will also feature a ministerial meeting, co-chaired by EU Commissioner for the Mediterranean and Prime Minister Mohammad Mustafa, focusing on ways to strengthen partnership with the international community, mobilize political and financial support for the Palestinian government, and coordinate international efforts to advance recovery and reconstruction in the Gaza Strip.

The second meeting will also include the signing of new additional contribution agreements under the European PEGASE mechanism, the European Union’s main tool for supporting the Palestinian Authority and financing essential expenditures.

It will also see the launch of the “Team Gaza Initiative,” which aims to coordinate and leverage ongoing and planned early recovery funding from participating donors, while assessing the economic situation of the Palestinian Authority and the international financial support provided through the PEGASE mechanism.
