NEW YORK, November 1, 2025 (WAFA) – The Permanent Observer of the State of Palestine to the United Nations, Minister Riyad Mansour, stated that the ceasefire in the Gaza Strip remains extremely fragile and faces serious and repeated violations by Israel, the occupying power.
This came in three identical letters sent by Mansour to the UN Secretary-General, the President of the Security Council for this month (the Russian Federation), and the President of the UN General Assembly, regarding the ceasefire that came into effect in Gaza on October 10, 2025, following mediation efforts by the United States, Egypt, Qatar, and Turkey, and with broad international support.
He noted that Israeli forces have committed hundreds of violations during the past three weeks, resulting in the killing of 211 Palestinians in Gaza, including women and children, and widespread destruction of infrastructure. He added that the number of victims has risen to more than 68,000 Palestinians.
Mansour added that thousands of Palestinians remain missing, their bodies still buried under the rubble as a result of the massive destruction inflicted on the Strip.
He noted that more than 170,000 Palestinians have been injured in Israeli attacks since the ceasefire agreement, stressing that many of the wounded are suffering without access to urgent medical care due to the continued collapse of the health system in Gaza and the ongoing Israeli restrictions on the entry of humanitarian aid, including medical supplies and equipment.
Mansour appealed to the international community, particularly the mediating countries, to demand an immediate and complete cessation of violations of the ceasefire agreement, and to ensure its sustainability, respect, and implementation, with the aim of alleviating the suffering of the population, facilitating recovery and reconstruction, and expediting a complete Israeli withdrawal from Gaza.
He also stressed the necessity for the ceasefire to become permanent and comprehensive, encompassing the rest of the occupied Palestinian territory, including East Jerusalem, where the occupation forces and colonists continue their brutal attacks on the Palestinian people, resulting in the killing of two children: Yamen Hamed, 14, from Silwad, and Muhammad Bahjat al-Hallaq, 9, from Hebron.
Mansour also noted Israel’s continued and systematic expansion of illegal settlements, in flagrant defiance of international law, UN resolutions, and the advisory opinion issued by the International Court of Justice in July 2024, which called for an end to this illegal occupation.
He affirmed that the total number of illegal settlement projects announced this year is nearly 30,000 units, to which hundreds of thousands of colonists will be illegally transferred, with the aim of entrenching the Israeli occupation and destroying the two-state solution.
Mansour welcomed the advisory opinion issued by the International Court of Justice on October 22, 2025, which affirmed Israel’s legally binding obligations, including ensuring that the Palestinian population in the occupied Palestinian territory, including Gaza, has access to basic necessities, agreeing to and facilitating relief plans by all available means, including through the United Nations and its agencies, particularly UNRWA, and refraining from using starvation as a method of warfare or carrying out forced displacement.
He urged the international community to take urgent action to implement the relevant resolutions, including the New York Declaration, calling for immediate action to stop the deterioration of the lives of Palestinians at the hands of Israel, to help Palestinians in Gaza recover and begin reconstruction, to ensure a final end to this genocide, to begin a real path towards justice, freedom and peace for the Palestinian people, and to find a just and lasting solution to this long and tragic conflict.
