UN Official presents 35th report on Israeli settlements, humanitarian crisis to General Assembly

GENEVA, September 29, 2025 (WAFA) – The Deputy Special Coordinator for the Middle East Peace Process, Ramiz Alekparov, presented on Monday the 35th report of the UN Secretary-General on the implementation of Security Council resolution 2334 (2016) to the United Nations General Assembly.

Covering the period from 18 June to 19 September 2025, the report underlined the continued Israeli settlement expansion and violations in the occupied Palestinian territories.

According to the report,  Israeli authorities have approved or advanced plans to build over 20,000 housing units in the West Bank, including East Jerusalem, including tenders for housing units in the Ma'ale Adumim and Ariel illegal colonies, and a plan for the construction of more than 3,400 units in the E1 area, threatening the territorial continuity between northern and southern West Bank and increasing the risk of forced displacement.

The report noted the continued demolition and seizure of approximately 455 Palestinian facilities, displacing 420 people, including 175 children and 118 women, with ongoing evictions in East Jerusalem.

It also recorded escalating Israeli military operations in Gaza, targeting schools, hospitals, and residential buildings, resulting in thousands of Palestinian casualties, the majority of whom were women and children, and the displacement of millions. UN staff and humanitarian workers were also killed.

In the West Bank, the report noted 46 Palestinians killed, including children and women, 890 others injured. Alongside the continued detention of Palestinians, with around 2,662 held under administrative detention, amid repeated reports of torture and ill-treatment.

Alkaparov emphasized that the humanitarian situation in Gaza has reached famine levels, with more than half a million people facing the risk of starvation. He called for an immediate and sustainable ceasefire, the immediate release of all hostages, and the facilitation of unrestricted humanitarian access.

The report noted the efforts of the international community, including the international conference sponsored by France and Saudi Arabia, to promote the two-state solution, calling for respect for international law and UN resolutions, and enabling Palestinians to exercise their right to self-determination and establish their independent state with Jerusalem as its capital, along with the return of refugees, to ensure a just and lasting peace between Israel and Palestine.

The report also condemned the use of violence by all parties, emphasizing the protection of civilians and respect for international humanitarian law, and the need to halt all measures that lead to displacement or collective punishment against the Palestinian population.
