International Coalition for Implementation of Two-State Solution holds ministerial meeting in New York

NEW YORK, September 25, 2025 (WAFA) – The International Coalition for the Implementation of the Two-State Solution held a ministerial meeting in New York on Thursday, chaired by Saudi Arabia in partnership with the European Union and Norway, on the sidelines of the 80th session of the United Nations General Assembly.

Palestinian Prime Minister Mohammad Mustafa, speaking via videoconference, described the New York Declaration as a historic international consensus on ending the occupation and realizing an independent Palestinian state. He emphasized that the declaration sets an urgent and irreversible path toward a sovereign Palestine living side by side in peace and security with Israel. 

Mustafa called for the measures outlined in the declaration to be translated into practical policies and actions by all countries involved, urging faster, more decisive, and more coordinated international efforts.

He stressed that Palestine remains committed to peace, but achieving it requires a shared international goal. Mustafa also highlighted ongoing governmental reforms aimed at protecting freedoms, democracy, good governance, sustainable development, transparency, and social justice, with support from international partners including the EU and World Bank.

The Prime Minister welcomed recent recognitions of the State of Palestine and called for political and financial support to save lives, protect legitimate rights, and advance Palestinian independence. He warned that the Israeli occupation government continues to reject the establishment of a Palestinian state, seeking to undermine the Palestinian Authority and potentially push it toward collapse. 

Mustafa noted that the cost of a Palestinian Authority collapse would far exceed the support required to preserve it and maintain the path toward an independent state and peace.

Mustafa outlined three key areas for the coalition’s action: an immediate ceasefire, the release of prisoners and hostages, unhindered humanitarian aid, and full Israeli withdrawal; enabling the Palestinian Authority to function across Gaza and the West Bank toward an independent Palestinian state on 1967 borders with East Jerusalem as its capital; and providing emergency financial support along with plans for reunifying Gaza and the West Bank under a single government, legal system, and security framework.

Saudi Foreign Minister Faisal bin Farhan described the New York Declaration as a clear mandate to convert consensus into actionable commitments, stressing that statements alone are insufficient unless they result in tangible change to end occupation and aggression. He noted the ongoing violations in Gaza and against Islamic and Christian holy sites, as well as recent attacks on the sovereignty of Arab states.

Jordanian Foreign Minister Ayman Safadi emphasized that the two-state solution remains the only path to just and lasting peace and criticized the Israeli government’s refusal to allow a Palestinian state, warning that inaction by the international community could further undermine the solution.

Egyptian Foreign Minister Badr Abdelatty condemned Israel’s systematic attacks on Gaza civilians and stressed the international community’s responsibility to uphold humanitarian and legal standards. He confirmed Egypt’s coordination with Qatar and the United States to achieve a ceasefire and facilitate humanitarian relief, while preparing a reconstruction plan for Gaza.

Qatari Foreign Minister Mohammed bin Abdulaziz Al-Khulaifi stressed the need for international pressure on Israel to halt its destructive military campaign and prevent forced displacement, while ensuring human rights protections and broad humanitarian assistance.

Norwegian Foreign Minister Espen Barth Eide reaffirmed that the two-state solution is the only viable path and called for strengthening the Palestinian Authority to prevent its collapse.
