RAMALLAH, October 21, 2025 (WAFA) – Prime Minister Mohammad Mustafa affirmed on Tuesday that the Government continues its intensive coordination and consultations with brotherly Arab and friendly international partners in preparation for implementing the Gaza Recovery and Reconstruction Plan and convening the Donors Conference in Egypt next month.
The Prime Minister emphasized that all relevant institutions have been instructed to continuously update their executive and operational plans for recovery and reconstruction to ensure swift execution and an effective response to citizens’ needs once field conditions allow.
During its weekly session held today in Ramallah, the Cabinet called for effective international action to curb the ongoing terror attacks by Israeli settlers against Palestinian farmers across the West Bank. These attacks have also targeted dozens of international activists participating in the olive harvest season, as part of a broader Israeli scheme aimed at undermining the steadfastness of the Palestinian people on their land.
On another note, The Cabinet approved the Executive Plan of the National Cross-Sectoral Strategy to Strengthen Governance and Combat Corruption, prepared for the first time by the Palestinian Anti-Corruption Commission in cooperation with relevant institutions.
The plan includes the adoption of a national monitoring and evaluation mechanism to ensure effective prosecution of corruption crimes, prevent impunity, enhance social responsibility in combating and reporting corruption, and strengthen the performance of the Anti-Corruption Commission and other national institutions in preventing and addressing corruption.
The Cabinet affirmed that adopting the Executive Plan of the National Anti-Corruption Strategy is part of the Government’s broader vision to enhance institutional performance and governance. Over the past year and a half, the Government has implemented more than 60 reform measures as part of its ongoing efforts to advance the National Program for Development and Reform.
On a related note, the Cabinet held a first reading of the Regulation on the Acceptance of Symbolic and Protocol Gifts, which sets out procedures for handling and dealing with such gifts to ensure transparency, prevent misuse, and avoid conflicts of interest.
The Cabinet also approved a Memorandum of Understanding between the Government of the State of Palestine and the Government of the Republic of Chile in the field of education and higher education. The agreement covers cooperation in scientific research, scholarships, and the use of technology in education, among other areas.
Additionally, the Cabinet also approved the implementation of projects by the Palestinian Employment Fund in the Gaza Strip, aimed at creating job opportunities in key vital and productive sectors — particularly in public sanitation, maintenance of service networks, road clearance, and the enhancement of public health and psychosocial support services — through facilitated and flexible procedures that take into account the current circumstances.
It further announced that winter time will begin on Saturday morning, 25 October, by setting clocks back by one hour.
