President Abbas reaffirms commitment to holding general presidential and parliamentary elections within one year after end of war

President: Our people stand today at a pivotal and decisive stage that requires everyone to assume their responsibilities to preserve the achievements and gains attained through great sacrifices

President: We have tasked the competent authorities with drafting a temporary constitution for the state, to be completed within three months, as a basis for the transition from authority to state

President: No party, political force, or individual may run for office unless they commit to the political program and the international and legal obligations of the Palestine Liberation Organization, and the implementation of the two-state solution, the Arab Peace Initiative, the resolutions of international legitimacy, and the principle of one system, one law, and one legitimate security force

President: We instructed the government to continue developing and modernizing educational curricula to align with UNESCO standards, to be completed within two years in line with our international commitments

President: We affirm our adherence to our Palestinian national identity and national constants, and to the national values of peace and the rejection of violence and incitement, including in the media, educational curricula, and the cultural sphere

President: We affirm the State of Palestine’s commitment to implementing Law No. (4) of 2025 and abolishing all previous laws and regulations related to the entitlements of the families of detainees, and those killed and wounded, transitioning instead to a unified system of social care and protection in accordance with international standards

President: All groups falling under the new law are required to complete the unified form to meet eligibility criteria for receiving cash allocations once the conditions are fulfilled

 

 

 

 

RAMALLAH, October 3, 2025 (WAFA) – President Mahmoud Abbas reaffirmed today the commitment to holding general presidential and parliamentary elections within one year after the end of the war.

President Abbas said that no party, political force, or individual may run for office unless they commit to the political program and the international and legal obligations of the Palestine Liberation Organization, as well as the implementation of the two-state solution, the Arab Peace Initiative, the resolutions of international legitimacy, and the principle of one system, one law, and one legitimate security force.

 

The following is the full text of the statement:

 

President Mahmoud Abbas extends his greetings of appreciation and respect to the heroic Palestinian people for their steadfastness and sacrifices in confronting genocide, displacement, and starvation in the Gaza Strip, and to the people in the West Bank for defending their land, resources, and holy sites against the attacks of the occupation forces, the terror of colonists, and the dangers of annexation, as well as for their firm rejection of systematic attempts to destroy the economic and human resources of our people and to undermine the institutions of the State of Palestine striving for independence and national sovereignty.

In line with our commitment to our heroic Palestinian people on a roadmap of reform and comprehensive development, and with the obligations we undertook before the international community within the framework of the International Peace Conference in New York, we affirm our determination to continue efforts to broaden international recognition of the State of Palestine and to secure full membership in the United Nations, as a path toward ending the occupation and realizing an independent, sovereign State of Palestine on our land, with East Jerusalem as its capital.

In this context, we reaffirm our commitment to holding general presidential and parliamentary elections within one year after the end of the war. To this end, we have tasked the competent authorities with drafting a temporary constitution for the state, to be completed within three months, serving as the basis for the transition from authority to state. The electoral law and related legislation will also be amended in line with the provisions of the temporary constitution, stipulating that no party, political force, or individual may run for office unless they commit to the political program and the international and legal obligations of the Palestine Liberation Organization, the implementation of the two-state solution, the Arab Peace Initiative, the resolutions of international legitimacy, and the principle of one system, one law, and one legitimate security force.

We have instructed the Palestinian government to continue developing and modernizing educational curricula in line with UNESCO standards, to be completed within two years in accordance with the international commitments we have undertaken. In this regard, we affirm our adherence to our Palestinian national identity and national constants, as well as to the values of peace and the rejection of violence and incitement in all spheres, including the media, educational curricula, and the cultural sector.

We also affirm the State of Palestine’s commitment to implementing Law No. (4) of 2025 and abolishing all previous laws and regulations related to the entitlements of the families of detainees, and those killed and wounded. On this basis, we have established the Palestinian National Institution for Economic Empowerment to unify social care and protection programs within a single framework, in line with recognized international standards, to guarantee an adequate level of protection and social care.

Accordingly, all groups to whom the new law applies are required to complete the unified form to meet eligibility criteria for receiving cash allocations once conditions are fulfilled. We call on all relevant Palestinian institutions to strictly adhere to the provisions of the law and its implementation procedures. We further note that non-compliance with the implementation instructions or failure to complete the unified form will preclude the competent authorities from granting any cash allocations under the unified social protection and care system.

Our people stand today at a pivotal and decisive stage that requires everyone to assume their responsibilities to preserve the achievements and gains attained through great sacrifices, and to move forward without retreat toward realizing our national goals of freedom, independence, and the establishment of an independent, sovereign State of Palestine, with East Jerusalem as its capital.
