All four teams in Group B are level on points after co-host Canada and Bosnia and Herzegovina also played to a 1-1 draw in the group’s other fixture.
Switzerland opened the scoring in the 17th minute when Breel Embolo converted a penalty kick.
Qatar found the equalizer deep into stoppage time, with Boualem Khoukhi heading home a precise cross in the 94th minute to secure a memorable result for the reigning Asian champions.
