RAMALLAH, Tuesday, November 27, 2018 (WAFA) - The Palestinian Cabinet, headed by Prime Minister Rami Hamdallah stressed during its weekly meeting in Ramallah that implementing the resolutions of international legitimacy and ending the occupation is the true solidarity with the Palestinian nation, according to a cabinet statement.
The cabinet also supported Cairo in its efforts to achieve national reconciliation, condemned steps taken by the occupation authorities against the Minister for Jerusalem Affairs and the governor of Jerusalem Adnan Ghaith.
It also discussed the strategic framework for transforming the system of local municipalities into an electronic system within the years of 2019-2023.
The Cabinet, according to the following statement:
Expressed its sincere appreciation to the international community for continuously supporting the fundamental Palestinian rights and legitimate struggle against the longest illegal running military occupation of modern times. This coincides with the occasion of International Day of Solidarity with the Palestinian People that marks November 29 each year.
The cabinet affirmed that the true solidarity on this day approved 41 years ago by the UN, would be by ending the illegal Israeli occupation and achieving justice to the Palestinian people through implementing the resolutions of international legitimacy preserving Palestinian rights.
"The Palestinian citizens must enjoy their inalienable right to self-determination, safety, and security, and achieve a decent life within their independent state like the rest of the world," The Cabinet stated.
The cabinet stressed that the international solidarity with the Palestinian citizens is a reminder to end the current political division and restore their national unity.
In this regard, the cabinet called upon all Palestinian factions, the society, and its institutions to support the Palestinian leadership in building a strong, effective vision that can confront the illegal policies of the Israeli occupation. Yet, to keep the Palestinian issue among the top priorities of the international community, which should end the Israeli occupation and enable the Palestinian citizens to establish their own independent State of Palestine on the 1967 borders with East Jerusalem as its capital.
It expressed its support for national dialogue meetings in Cairo that aim at achieving reconciliation, stressing that the Government is ready to practice its full responsibility in the Gaza Strip in addition to the responsibilities it has been carrying there since the date it was formed.
The cabinet also expressed its gratitude to the important and historic role that Egypt plays in achieving a comprehensive reconciliation.
It condemned the arbitrary decisions of the Israeli Occupying authorities against the PLO Executive Committee member, Adnan al-Husayni, preventing him from traveling, and arresting the Governor of Jerusalem, Adnan Ghaith.
"This is part of the deliberate aggression on the Palestinian citizens and their leadership, especially in the occupied city of Jerusalem," the Cabinet noted, stressing that the Israeli aggression targets the Palestinian presence in the Holy City, which is strongly supported by the Trump administration after unilaterally recognizing Jerusalem as the capital of Israel, the Occupying Power.
This has encouraged the Israeli Government to launch a series of intensive attacks against the Palestinian citizens in Jerusalem such as expanding colonial settlements, demolishing Palestinian houses and properties, forcibly displacing more than 700 Palestinians from their homes in Silwan, as well as other escalations against the Al-Aqsa Mosque and the Church of the Holy Sepulchre. Israel, the occupying power arrested 32 citizens from Jerusalem yesterday and demolished 17 shops in Shuafat Refugee Camp last week in an attempt to impose its apartheid system in the Holy City, said the statement.
The cabinet held Israel, the Occupying Power, fully responsible for the consequences of its violations, demanding it to immediately end these unjust measures and stop targeting the Palestinian leaders and to abide by the international law.
Moreover, the cabinet reiterated its calls upon the international community to assume its responsibility to compel Israel, the Occupying Power, to stop its grave violations, which run contrary to all international norms and laws, and to stop its measures against the Palestinian leaders upon the international humanitarian law.
It hailed the outcomes of the 34th session of the Council of Arab Ministers of Justice, held in the Sudanese capital, Khartoum. The Council decided to form a committee that consists of the Council of Arab Ministers of Justice, the Executive Office and the Technical Secretariat of the Council.
This committee aims at discussing the possible legal means and mechanisms to confront the Israeli racist legislation aimed at perpetuating the occupation and its colonial settlements that violate the international law and the resolutions of the United Nations and undermine the inalienable historical, cultural, religious, humanitarian and political rights of the Palestinian people.
It also aims at examining the legal means that ensure providing legal protection for the Palestinian citizens and their land, in coordination with the Council of Arab Foreign Ministers and t The Secretariat General of the Arab League.
The Council also decided to demand all relevant international organizations, institutions and committees to criminalize and end the racist Israeli legislation, including the "National State Bill" and "The law of execution of Palestinian Detainees" and to boost the role of the Permanent Arab Committee on Human Rights in addressing the Israeli violations of Palestinian rights.
It endorsed the Strategic Results Framework for the National Policy Agenda (2017-2020), which outlined the underlying structure of this framework and the methodology for its preparation, starting with the harmonizing the National Policies and Sector Strategic Objectives along with the Medium-Term Budget. In addition, identifying the results and action plan as well as the tools to measure them, and to present an applied model of relevant results and action plans to provide the basic needs of population groups, and the elementary steps to in preparing the Strategic Results Framework. Further, reviewing the national indicators used to evaluate the impact of implementing the national policies in the Palestinian society. These indicators contribute to the ongoing feedback process, and provide the necessary evidence to assess the national policies in addition to the international standards included in the framework; especially the global indicators that the State of Palestine seeks to achieve, and can be compared with the same indicators in regional and international countries.
The cabinet discussed the strategic framework for transforming the system of local municipalities into an electronic system within the years of 2019-2023. This will create changes in the way local authorities and councils perform and operate through the efficient and effective use of ICTs. The e-municipalities system aims at achieving a clear vision in providing electronic municipal services that improve the quality of services provided to the Palestinian citizens regardless of their geographical presence, which will also contribute to strengthening the revenues of local bodies.
It approved the agreement signed between the Ministry of Education and Higher Education and the French Consulate and Handicap International to organize the "DELF" examinations within the framework of cooperation to disseminate the French language and culture in the Palestinian public and private schools and to promote inclusive education for students with disabilities.
