Quarter of Century after Israel's Decision to Annex the Holy City of Jerusalem
GAZA, July 30, 2005 (WAFA) - Jerusalem, the capital of Palestine, is historically an Arab city. Jerusalem, according to successive international resolutions, is an occupied land and all measures and laws the Israeli authorities have taken to change the demographic, geographic and legal status of Jerusalem were unjust.... Even a US Senate's resolution to recognize Jerusalem as the capital of Israel cannot affect the legal status of the Holy City, the symbol of the greatest religions, Islam and Christianity.... The Israeli daily practices, since Jerusalem was occupied in 1948 and resuming its occupation in 1967, prove that Israel did not ensure security and protection for holy places. The shrines had been constantly abused and arsoned. Israel also did not ensure the freedom to reach places of pilgrimage.... The frequent attempts by extremist Jews, guided by Israeli Police, to attack and set fire to Al-Aqsa Mosque as well excavating beneath it, threaten its collapse.... The announcement of the Israeli Knesset in July 31, 1980 that Jerusalem is the capital of Israel, after annexing its eastern part to the western one, was not recognized by any country the world over.... Twenty days after the Knesset announced its declaration, within the 15-member UN Security Council, 14 countries voted for a resolution calling for the unrecognition of Jerusalem as the Israeli capital. The United States did not use the veto and had only abstained. The UN Security Council called on the countries of the world to remove their diplomatic missions from Jerusalem, expressing grace concern over the consequences the Israeli decision that may affect the world peace and security. It reaffirmed again that the acquisition of territory by force is inadmissible.... The resolution affirmed that the enactment of the "basic law" by Israel constitutes a violation of international law, continued application of the Fourth Geneva Convention of 12 August 1949 Relative to the Protection of Civilian Persons in Time of War in the Palestinian and other Arab territories occupied since June 1967, including Jerusalem.... It also determines that all legislative and administrative measures and actions taken by Israel, the occupying Power, which have altered or purport to alter the character and status of the Holy City of Jerusalem, and, in particular, the recent "basic law" on Jerusalem, are null and void and must be rescinded forthwith.... The UN Security Council resolution affirmed that this action constitutes a serious obstruction to achieving a comprehensive, just and lasting peace in the Middle East.... In light of Israel's measures of annexing and seizing the land of Jerusalem, judaizing it and changing the character of the city, we should approach the UN Security Council, to renovate its resolutions and put them into force. We also should move toward the bodies, institutions and organizations concerned with the human heritage, specially the United Nations Educational, Scientific and Cultural Organization (UNESCO) to defy and expose the Israeli plans aiming at killing the Islamic Arab Christian heritage of Jerusalem.... The peace process is one body that cannot be partitioned. The above-mentioned UN Security Council resolution affirmed the extent of gravity of the Israeli measure against international peace and security. A quarter of century of tragic incidents after the UN Security Council resolution also proved that gravity. Incidents that complicate the situation and diminish the peacemaking opportunities, in spite the expected withdrawal from the Gaza Strip and the northern West Bank, which must be a step toward implementing the Road Map....
