PM Mustafa: Reforms ongoing, comprehensive recovery program for Gaza urgently needed

BRUSSELS, July 13, 2026 (WAFA) -- Prime Minister Mohammad Mustafa said on Monday that the donor group for Palestine met today to work with partners during these critical times for Palestine and the Middle East at large.

He made the remarks during a press conference with European Commissioner for Mediterranean Affairs, Dubravka Šuica on the sidelines of the Palestine donor meeting in Brussels.

Mustafa added that a comprehensive briefing was provided regarding the challenges faced by the Palestinian people as a result of the Israeli aggression on the Gaza Strip, as well as the systematic attacks against the Palestinian people in the West Bank.

A briefing was also provided on the progress made by the Palestinian government in its ongoing reform process.

Mustafa noted that the nationally-driven comprehensive reform agenda reflects the government's firm commitment to strengthening governance and preparing its institutions for the establishment of the Palestinian state.

He added that despite the exceptional challenges, the reform agenda continues to progress, exceeding expectations across more than four pillars and achieving 53 reform milestones, which demonstrates the government's determination to implement reforms.

Mustafa stressed that he had emphasized to partners the gravity of the financial and economic situation facing Palestine due to Israeli violations of international law and its obligations under existing agreements—including the withholding of Palestinian revenues—which undermines the government's ability to provide essential public services.

The Prime Minister pointed out that today's discussions reaffirmed the urgent need to work on a comprehensive recovery program that leads to the reconstruction of the ravaged Gaza Strip.

He expressed his sincere gratitude and thanks to the European Commission for announcing today the launch of the "Team Gaza" initiative to begin early recovery operations in Gaza, noting that this is only a beginning and that much more still needs to be done.

Mustafa further said that the fundamental change required to make progress on the ground is the improvement of the security situation, the withdrawal of occupation soldiers, and the opening of all crossings.

He affirmed that the initiative will help reunite Gaza with the West Bank and relaunch efforts for national unification and the building of unified institutions for a unified Palestine under legitimate leadership.

Mustafa once again thanked the European Union for the support it has provided, and thanked the Arab partners and donors who participated in this meeting for their continued support, expressing hope that this support will increase given the emergency situation facing Palestine.

For her part, Šuica thanked Prime Minister Mustafa and his government for their commitment to reform and to enhancing transparency in public finance.

She affirmed that early recovery in Gaza cannot wait until all political issues are resolved, noting that the people of Gaza need support now and announced the launch of the "Team Gaza" initiative, which brings together the European Union and several partners to support early recovery in the Strip.

She added that work has been done to mobilize a financial package for early recovery of approximately 900 million euros, including approximately 257 million euros from the European Commission and the European Investment Bank.

Šuica indicated that this initiative will focus on concrete measures such as restoring basic services and essential infrastructure, and strengthening the governance system in Gaza.

She clarified that the countries supporting the initiative are Spain, Denmark, the United Kingdom, Germany, Norway, Finland, Italy, the Netherlands, France, Japan, Switzerland, Sweden, and Belgium, and that more partners are expected to join soon.

The European official affirmed the need to create the appropriate conditions for this support to reach the residents of Gaza, which means the full implementation of a ceasefire and respect for all obligations.
