RAMALLAH, September 26, 2025 (WAFA) -- The Palestinian Government welcomed the outcomes of the donor meeting held yesterday evening, Thursday, in New York under the chairmanship of the friendly Kingdom of Norway, which reflected a broad international consensus in support of the State of Palestine politically and financially, and a clear rejection of Israel’s unilateral policies, particularly its continued withholding of Palestinian tax revenues.
The Government highly valued the announcement by Saudi Foreign Minister Prince Faisal bin Farhan of the launch of an Emergency International Alliance to support financing of the Palestinian Authority, with the participation of several international partners. Saudi Arabia pledged $90 million, alongside contributions of EUR 30 million from Germany and $50 million from Spain, with further contributions expected from other countries.
The Government also urged all friendly states to provide their contributions as swiftly as possible, enabling it to meet its obligations, particularly under the suffocating Israeli financial blockade and ongoing attempts to undermine the Palestinian economy.
In his address to representatives of several of participating states, delivered alongside Minister of Planning and International Cooperation Dr. Estephan Salameh, Prime Minister Dr. Mohammad Mustafa stressed the necessity of obligating Israel to fully release the Palestinian tax revenues it continues to illegally withhold, and to end all illegal deductions.
He called on friendly countries to join the Saudi–Norwegian–Spanish–French initiative to secure an emergency budget support package of no less than $200 million per month for a period of six months, ensuring the continuity of State institutions in providing health, education, security, and essential services, and strengthening the steadfastness of the Palestinian people in the face of Israel’s all-out war.
Speaking via videoconference from his office in Ramallah, Prime Minister Mustafa also provided a comprehensive briefing on the humanitarian situation in Gaza and the Government’s recovery plans once the aggression is brought to an end.
He further warned against Israeli annexation schemes in the West Bank, settler violence, and occupation measures aimed at undermining national institutions, while outlining the Government’s reform and institutional development agenda.
The donor conference proceedings and the interventions of participating states unanimously rejected Israel’s policy of withholding Palestinian tax revenues, its attempts to suffocate the Palestinian economy, and its schemes of annexation and displacement.
They reaffirmed their support for the State of Palestine, its efforts to unify national institutions in the West Bank and Gaza, and welcomed the reform steps announced by President Abbas and the Government’s reform program.
