RAMALLAH, October 7, 2025 (WAFA) – Government Communication Center – Prime Minister Dr. Mohammad Mustafa affirmed on Tuesday that our people in the Gaza Strip are in urgent need of collective national effort to heal their wounds and alleviate their suffering.
At the outset of the weekly Cabinet session, held in Ramallah, the Prime Minister stressed that this cannot be achieved without empowering the Palestinian Government to fully assume its responsibilities in implementing the relief and early recovery plan leading to reconstruction—supported by all Arab and international partners—to strengthen the steadfastness of our people in the Strip.
The Prime Minister reiterated that since its formation, the Government’s approach has been one of zero tolerance for violations of law and order, and of ensuring that all relevant authorities provide services to citizens with dignity and respect. He emphasized the Government’s commitment to applying the principles of good governance, transparency, and accountability as a means to reinforce public trust in national institutions.
Mustafa noted that over the past year and a half since the President entrusted the Government with its mandate, it has diligently worked to strengthen participatory engagement with civil society organizations—many of which have repeatedly commended the Government’s approach to reform, institutional development, and good governance. He also highlighted the Government’s efforts to enhance the role of the State Audit and Administrative Control Bureau in auditing the performance of national institutions, while upholding the independence of the judiciary in carrying out its responsibilities and proceedings.
The Prime Minister stressed the need for everyone to act with a sense of national responsibility, refraining from incitement, the spread of rumors, or the dissemination of false or misleading information for the sake of sensationalism or premature competitive reporting—warning that such actions entail legal accountability. He underscored the importance of allowing oversight and judicial institutions to carry out their duties, as they regularly issue audit reports and public statements within their respective mandates.
Mustafa further stressed that despite the immense challenges posed by the ongoing occupation, the extensive destruction in Gaza, and the financial blockade, the Government—under the leadership and guidance of President Mahmoud Abbas—remains committed to strengthening the performance of national institutions and achieving financial stability. He emphasized the growing international confidence in the institutions of the State of Palestine, as clearly reflected in the New York Declaration and the subsequent meetings that followed.
He reaffirmed that the Government will continue to work resolutely toward the fulfillment of all national goals, grounded in the steadfastness of the Palestinian people, public servants, and all national, civil, and private institutions, with the support of Arab brothers and international partners.
On a related note, the Cabinet approved the recommendations of the High Committee for Securing Sovereign Digital Assets, which include creating backup copies of key national databases such as the Civil Registry, Land Authority records, the National Health Registry, and the Consular Registry at the Ministry of Foreign Affairs to ensure the continuity of essential services during emergencies.
The Cabinet also reviewed the draft amendment to the regulation governing the licensing, rehabilitation, and extraction of groundwater wells in its second reading, aimed at ensuring the sustainability of irrigation sources, adopting modern irrigation methods, and protecting farmers from unfair competition.
Furthermore, the Cabinet approved the decision of the Minister of Local Government to appoint a Steering Committee for Beit Ummar Municipality in coordination with all relevant parties to ensure the continuity of municipal services.
The Cabinet also approved the formation of a Steering Committee for the Economic Recovery and Job Creation Project, which aims to provide thousands of temporary job opportunities through local councils and to create employment opportunities for persons with disabilities.
