RAMALLAH, October 1, 2025 (WAFA) – Prime Minister Dr. Mohammad Mustafa met on Wednesday with Minister of Public Works and Housing Ahed Bseiso and the ministry’s team to review the ministry’s executive plan and readiness for immediate action for Gaza reconstruction once the Israeli aggression ceases, particularly debris clearance, road reopening, and provision of temporary shelter. It forms part of the Government’s broader reconstruction plan, overseen by the Ministry of Planning and International Cooperation in coordination with government institutions, the private sector, and the National Team for Gaza Reconstruction. The meeting also covered the ministry’s achievements and ongoing projects in the West Bank.
Prime Minister Mustafa reaffirmed the Government’s full preparedness to work in the Gaza Strip through all ministries immediately after the Israeli aggression ends.
He highlighted the priority of debris removal, restoring road access, and providing temporary shelter, alongside convening the Reconstruction Conference in Cairo to mobilize funding for 56 programs encompassing nearly 3,500 projects prepared by the Government in partnership with local and international partners.
The Prime Minister also stressed that the Ministry of Public Works and Housing has been tasked with overseeing strategic infrastructure projects aimed at both reconstruction and job creation, while maintaining its routine daily responsibilities.
Minister Bseiso, for his part, reiterated the ministry’s commitment—through its engineers, staff, and teams—to implementing government policies and plans, strengthening the resilience of the Palestinian people, developing infrastructure, and building strong institutions capable of meeting citizens’ needs despite immense challenges.
The ministry team presented detailed preparations, including the identification of 10 sites for debris storage and recycling, reopening roads to restore mobility and access to essential services, and the establishment of temporary housing centres. Plans also include providing at least 350,000 temporary housing units across 294 designated sites, covering a total area of 14,659 dunums, along with the assessment of public buildings and temporary government facilities pending reconstruction. The ministry confirmed that 238 of its staff are based in Gaza and are engaged in damage assessments and reconstruction planning, alongside technical teams from local and international partners.
In the West Bank, the ministry reported the completion of 54 road projects valued at 66 million shekels, covering 28 kilometres, within the past year, with 18 additional projects worth 60 million shekels currently underway, spanning 17.5 kilometres. A further 10 projects, valued at 12.3 million shekels, are under contract.
The ministry also completed 17 public building projects worth 74 million shekels, with 8 projects underway valued at 33.5 million shekels. In addition, through the program to strengthen resilience in areas threatened by settlement expansion, more than 120 cases received support, including the provision of construction materials to renovate homes—extending to caves in remote areas.
Prime Minister Mustafa expressed his gratitude to the ministry staff for their efforts under these exceptional circumstances, particularly through the Emergency Committee for the Northern West Bank Governorates in light of the recent Israeli attacks on towns, villages, and refugee camps
