Foreign Ministry welcomes international consensus on implementing ICJ advisory opinion on UNRWA

RAMALLAH, December 12, 2025 (WAFA) – The Ministry of Foreign Affairs and Expatriates welcomed the United Nations General Assembly’s adoption of the substance of the advisory opinion issued by the International Court of Justice (ICJ) regarding Israel’s obligations, as the occupying power, toward the United Nations, international organizations and other states in the occupied Palestinian Territory, including East Jerusalem.

In a statement issued Friday evening, the Ministry stressed that the resolution reaffirms the primacy of international law and the authority of the multilateral system in the face of illegal policies that undermine international peace and security and violate the fundamental rights of the Palestinian people.

It added that the overwhelming international vote represents an appropriate global response to Israel’s actions targeting UNRWA and other UN agencies working in the occupied Palestinian Territory, including its recent move to raise the occupation flag in place of the United Nations flag—an act it said violates international law, the UN Convention on Privileges and Immunities, and the ICJ advisory opinion.

The Ministry noted that the resolution represents an important milestone in strengthening the role of the United Nations in protecting the Palestinian people and ensuring respect for the obligations of the occupying power, particularly with regard to opening humanitarian corridors, securing basic needs, and halting all measures that obstruct the work of UN agencies and international organizations in the occupied Palestinian Territory, especially in the Gaza Strip, and stopping famine.

The Ministry said the State of Palestine expressed its appreciation to the countries that backed the resolution, stressing that its real weight lies in its immediate and full implementation and in the international community shouldering its legal and moral responsibilities.

It called on all member states, as well as regional and international organizations, to support efforts to implement the resolution, to take the necessary political and legal measures to ensure accountability and prevent impunity, and to strengthen the role of UNRWA and the United Nations in protecting the Palestinian people, ending the Israeli occupation, and achieving a just and lasting peace based on international law and relevant UN resolutions.
