RAMALLAH, December 2, 2025 – (WAFA) - Based on President Mahmoud Abbas' directives, Prime Minister Mohammad Mustafa directed all relevant authorities to intensify efforts to meet the needs of Palestinian citizens in targeted areas, particularly Tubas Governorate, which has been subjected to continuous Israeli aggression in recent days.
During its weekly session on Tuesday, the Cabinet reviewed the plans and programs of the Government Operations Room in the Gaza Strip. Two new shelter centers were opened in Deir al-Balah, while work continues to establish two additional centers in Jabalia and Khan Younis. Field teams are prioritizing operations in areas at risk of flooding due to rainwater accumulation. In this context, the Water Authority, in coordination with local partners, worked to drain the Sheikh Radwan pond to protect displaced families and their tents.
In the education sector, more than 30 new field learning sites have been established in the Gaza Strip, bringing the total to approximately 359 sites accredited by the Ministry of Education, serving around 170,000 students. Efforts are underway to expand the total to 500 sites. Meanwhile, online education continues for approximately 120,000 students, supported by nearly 3,000 remote teachers from the West Bank.
On a separate note, the Cabinet commended the positions of countries worldwide condemning escalating attacks by terrorist colonial settler militias, while urging more decisive international measures to halt these mounting crimes, including the de facto annexation practices, colonial settlement expansion, movement and commercial restrictions at military checkpoints, and Israel’s continued withholding of Palestinian clearance revenues.
It also reiterated the State of Palestine’s appreciation for all international contributions aimed at supporting our people and advancing Gaza’s relief and reconstruction efforts, underscoring that all efforts must be coordinated with Palestinian state institutions, adhere to the applicable Palestinian law in both the West Bank and Gaza, and comply with international law.
The Cabinet further approved holding local council elections on 25 April 2026, in accordance with Article (72) of Decree-Law No. (23) of 2025 issued by the President concerning the election of local councils, which stipulates that the first elections for local councils under this decree-law shall be conducted within no more than six months from its entry into force.
Accordingly, local councils whose terms end before the elections are held shall be considered committees.
In this context, the Cabinet endorsed the decision of the Minister of Local Government to appoint a Caretaker Committee for the Nazlat ‘Isa Village Council in Tulkarm.
Additionally, the Cabinet approved the Technical Committee for State Property Management’s recommendations, including allocating a plot of land for the construction of Janata Hospital in Bethlehem. Amendments were also approved to the regulations governing the licensing, rehabilitation, and operation of groundwater wells and well-drilling contracting.
The Cabinet congratulated the Hebron Rehabilitation Committee on winning the World Habitat Award, recognizing its achievements in housing solutions and urban development. The Cabinet emphasized the significance of this accomplishment, especially amid the systematic targeting of Hebron’s Old City and the continuous obstacles facing the Committee’s programs aimed at strengthening citizen steadfastness.
On the occasion of the International Day of Persons with Disabilities, which falls tomorrow (Wednesday), the Cabinet reaffirmed that the rights of persons with disabilities are fundamental rights, and stressed the Government’s ongoing commitment to empowering this group through its various programs—especially in light of the war on Gaza and ongoing military incursions in the West Bank.
