EU warns Israel may be violating human rights commitments under bilateral agreement

RAMALLAH, June 21, 2025 (WAFA) – The European Union’s diplomatic service has warned that there are signs Israel may be violating its human rights obligations under the EU-Israel Association Agreement, which governs relations between the two parties, according to a report cited by international media outlets.

Based on verified facts and assessments from independent international institutions, the EU report states that "there are indications that Israel may have breached its obligations in the field of human rights under Article 2 of the Association Agreement."

This comes amid growing concern across European capitals over Israel’s ongoing military offensive in Gaza and the deepening humanitarian crisis that has followed.

The EU report highlights that Israel’s continued restrictions on the delivery of food, medicine, medical equipment, and other vital supplies have affected the entire population of Gaza, especially in heavily impacted areas.

Last month, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas confirmed that the Union would examine whether Israel remains in compliance with its agreement, following calls by over half of EU member states to conduct a formal review.

The EU-Israel Association Agreement, which took effect in 2000, stipulates that relations between the parties must be based on "respect for human rights and democratic principles."

The report cites Israeli attacks on civilians, hospitals, and medical infrastructure, as well as forced displacement, denial of humanitarian aid, and a lack of accountability for violations.

It also addresses the deteriorating situation in the occupied West Bank, including colonist violence and military aggression against Palestinian communities.

The findings are expected to increase pressure within the EU to reevaluate political and economic relations with Israel, particularly as humanitarian conditions in Gaza and the West Bank continue to worsen.
