RAMALLAH, May 19, 2012 (WAFA) – Fourteen Palestinian police officers graduated last week from a specialized four week training course in the field of criminal investigation, a press release by the German Representative Office in Ramallah said on Friday.
The ceremony took place in the presence of the police adviser of the German Representative Office, Klaus Wolf, as well as representatives of the Palestinian police headquarters.
The advanced course on investigation management was attended by the directors of the criminal investigation department of the Palestinian Civil Police (PCP) and their deputies.
The courses, co-funded by the German government, implemented by five experts of the German Federal Criminal Police Office (BKA) in cooperation with the PCP’s own trainers, aimed at strengthening the attendees’ leadership capabilities.
The course’s four modules addressed: human rights, police ethics and prevention of corruption; criminology, including crime statistics, crime theories and preventive approaches; standard operating and investigation procedures; and management and leadership issues.
In addition, different approaches of crime fighting were reviewed.
The cooperation in the field of criminal investigation between the BKA and the PCP started already in 2008. Since then, approximately 700 PCP officers were trained on the basis of a Train-the-Trainer concept.
In the last meeting of the German-Palestinian Steering Committee on March 28, Germany renewed its commitment to the establishment of Palestinian security forces committed to democracy, human rights, and the rule of law, an essential building-stone for a functioning future Palestinian state, said the statement.
The German commitment was emanated from the 2008 Berlin Conference in Support of Palestinian Civil Security and the Rule of Law.
Germany’s support to the PCP follows a comprehensive approach and consists of a combination of infrastructure, equipment, and training. The German contribution to the PCP is implemented in close cooperation and coordination with the European Union’s police mission EUPOL COPPS.
