Romania: Undersecretary of Health State Resumes Position

BUCHAREST, January 17, 2012 (WAFA) – The Romanian Undersecretary of State with the Ministry of Health (MS), Raed Arafat, will return to his position, said the Prime Minister of Romania, Emil Boc, Tuesday reported the Romanian National News Agency (AGERPRES).

Arafat made the decision to return to the Ministry of Health after he held talks on Tuesday with Boc, the Romanian President, Traian Basescu, and the Minister of Health, Ritli Ladislau. Both sides wanted the decision, said Boc.

He added that Arafat will be one of the members of the team that will work on the new health law.

“Arafat is the same expert and professional in the field that made him famous and will work on the new field of the health law included. He will be one of the members of the team to draw up the new law referring to health,” added Boc.


He made it clear that Andrei Georgescu, who had been appointed Undersecretary of State to replace Raed Arafat, would again fill the position of head of the Casualty Department of the Emergency University Hospital in Bucharest.
A week ago, on January 10, Arafat was leaving the Ministry of Health saying that he opted to give up his position to be able to voice his viewpoint on the legislation in the field of the emergency system. 
“I am leaving for me to be able to state my point of view,” explained Arafat, adding that he was willing to come back to such a work only if he worked with the experts in the field.
Arafat's resignation came a day only after Basescu told a TV broadcast that Arafat should understand his mission as the MS Undersecretary of State and should voice his opinions on the new health law, first of all, within the ministry.

Basescu said that if Arafat had a point of view different from the one of the relevant minister, then “either the Minister or the Secretary of State must leave.”

Last Friday the draft law on the organization and functioning of the healthcare system in Romania was withdrawn at Basescu request, only 17 days after it had been launched for the public debate on December 28, 2011.
That evening, in Bucharest there was a demonstration in support of Aarfat. The protest, which initially began in the University Square, continued at the Cotroceni Palace, while the protesters also chanted anti-presidential slogans.

The Romanian public hit the streets in several Romanian cities in the following days to protest the matter.
