RAMALLAH, February 9, 2026 (WAFA) – President Mahmoud Abbas on Monday issued a presidential decree ordering the publication of the first draft of the Interim Constitution of the State of Palestine.
The draft will be made available for public review through the electronic platform designated by the National Committee for Drafting the Constitution, as well as through the means of publication determined by the Committee.
The decree aims to expand community participation in drafting the Interim Constitution by inviting citizens, civil society institutions (CSOs), political factions, experts, and academics to submit their comments and proposals on the draft within sixty days as from the date of publication of the decree.
According to the decree, the Coordination and Drafting Committee, formed under the Interim Constitution Preparation Committee, will be responsible for receiving, organizing, and reviewing submitted comments. The comments will be classified into substantive observations on constitutional principles and others of a technical nature concerning wording and organization, in preparation for introducing the necessary amendments in a manner that serves the public interest and national consensus.
The Committee will prepare a detailed report on the outcomes of the review of the comments and recommendations, to be submitted to the President for discussion and approval before finalizing the final draft of the constitution.
The decree affirmed that the competent authorities shall be responsible for implementing its provisions, and that it shall enter into force as of the date of its issuance and be published in the Official Gazette.
