Israeli draft bill to impose death penalty on Palestinian detainees constitutes war crime – Foreign Ministry

RAMALLAH, November 3, 2025 (WAFA) – The Ministry of Foreign Affairs and Expatriates said that the Israeli draft law to impose the death penalty on Palestinian detainees constitutes a war crime and represents a new manifestation of the growing Israeli extremism and criminality against the Palestinian people.

In a statement issued on Monday, the Ministry stressed that the Israeli judicial system and the Knesset serve as additional tools of the occupation to legitimize crimes and ensure impunity. It said that the death penalty law represents an extrajudicial execution decision and reflects an intention to commit a new crime, adding to the ongoing genocide perpetrated in the Gaza Strip and now extending to the West Bank, including Jerusalem, with serious implications for detainees.

The Ministry strongly condemned the draft bill approved today by the Israeli Knesset, which imposes a mandatory death penalty on Palestinian detainees, describing it as a dangerous step aimed at continuing genocide and ethnic cleansing under the guise of legality. It said that the move amounts to an official declaration of war crimes and crimes against humanity endorsed by the Knesset.

It affirmed that the proposed bill exposes the trajectory of racial extremism and fascism within the Israeli legal system, despite its blatant violation of all international conventions and norms, as well as international law, including the four Geneva Conventions.

The Ministry emphasized that the Palestinian people and their leadership will confront this plan through all available legal and political avenues. It warned that approving this bill without concrete measures by states to hold accountable those who proposed, endorsed, or voted for it would mark a stain on humanity’s conscience and amount to complicity in extrajudicial executions.

The Ministry of Foreign Affairs and Expatriates urged the international community and legal institutions to take immediate action to expose and confront this dangerous course pursued by the occupying state, activate accountability and justice mechanisms, and place Knesset members supporting this approach on terrorism lists, and called for their boycott as well as the boycott of this racist institution.
