"Wall and Settlement Commission": Israel issues tenders for construction of 1,080 housing units in Jerusalem

RAMALLAH, October 19, 2026 (WAFA) — The Commission Against the Wall and Settlements stated that, during the current month of October, the Israeli occupation authorities issued two tenders for the construction of 1,080 colonial housing units in Jerusalem and its eastern periphery.

In a statement released on Monday, the Commission explained that the two tenders include 730 units in the "Pisgat Ze'ev" settlement, and 350 units designated for the elderly in the "Tzipor Midbar" neighborhood of the "Ma'ale Adumim" settlement.

The Commission noted that tender No. 212/2026, published on October 13, concerns the construction of 730 units in the "Dukhifat" complex on the eastern edge of the "Pisgat Ze'ev" settlement. This project, falling under plan No. 101-0759894, covers four plots of land totaling approximately 27.529 dunums. It includes units for sale and for long-term lease, as well as spaces for commercial, operational, and service-related use. The submission period for bids is set to open on November 16, with a final deadline for submissions on December 28.

The Commission further stated that tender No. 207/2026, published on October 7, includes 350 units within a residential project designated for the elderly, alongside commercial and operational facilities, in accordance with plan No. 420/1/7/59/2 in the "Ma'ale Adumim" settlement. It noted that the project had previously been offered under Tender No. 14/2026 for a plot of land spanning 10.842 dunums; however, no bids were submitted, necessitating the project’s re-tendering. The tender documents are scheduled for release on November 30, with the deadline for bid submissions set for December 30.

The Authority emphasized that these projects—which integrate residential units for sale and rent, facilities for the elderly, and commercial and service-oriented activities—reflect an expansion of the functions of the settlements, enhancing their capacity to accommodate coloniosts across various age groups.

It further stated that the continued promotion and re-marketing of these projects are part of an effort to transform colonial plans into permanent urban and demographic realities, consolidate colonial control over Jerusalem and its surroundings, and restrict the geographical space available for Palestinian expansion.
