Adopts one-stop shop initiative for the delivery of government services to citizens

RAMALLAH, October 6, 2026 (WAFA) — Prime Minister Mohammad Mustafa on Tuesday renewed his directives to all government institutions to intensify their interventions and follow up on citizens’ needs in light of regular ministerial visits across various governorates.

He instructed the Ministerial Committee for Emergency Actions and its technical committee to review requests submitted by local authorities in line with the highest-priority needs and available resources. He also stressed the importance of strengthening coordination among government institutions to ensure unified interventions, prioritize the most vulnerable groups, and avoid duplication of efforts.

According to a statement issued by the Government Communication Center, the Cabinet warned during its weekly session in Ramallah today of the continuing humanitarian suffering in the Gaza Strip as the genocidal war on the Strip is soon to enter its fourth year.

It renewed its call to intensify the entry of humanitarian and relief assistance and ensure that it reaches those in need, particularly as winter approaches. This includes shelter supplies, clothing, blankets, and other necessities to protect displaced people from the cold and rain, as well as securing food, water, medicines, and health services.

The Cabinet also warned of the escalation of crimes committed by terrorist colonist mobs under the protection of the Israeli occupation forces, particularly since the beginning of the olive harvest season over the past two weeks. These attacks have resulted in the killing of four Palestinians, 102 attacks against farmers and olive harvesters, and the theft of crops, in addition to the uprooting of 2,204 olive trees, with losses estimated at approximately NIS 2 million. This has coincided with an escalation in demolitions and restrictions across Palestinian governorates, particularly the tightening of restrictions on Hebron’s Old City through the installation of iron gates in its neighborhoods, as well as continued demolitions, including inside the city of Jerusalem.

In another context, the Cabinet adopted the One-Stop Shop Initiative for the Delivery of Government Services to Citizens, which will initially be launched on a pilot basis in the Kafriyat area of Tulkarm, followed by another location in the southern West Bank before the end of the year. It tasked the Ministry of Communications and Digital Economy with preparing the operating and governance framework for the Stop Shop, to be submitted to the Cabinet for approval before the OSS becomes into service.

The Cabinet also approved a number of recommendations by the Permanent Ministerial Administrative Committee concerning the organizational structures of the Palestinian Standards Institution and amendments to the organizational structures of the Ministries of Agriculture and Labour, as well as recommendations of the Higher Committee for Securing Sovereign Digital Assets.

As part of strengthening the role and standing of local authorities and within the Government’s initiative to ensure their sustainability, the Cabinet approved granting property tax collection powers to the municipalities of Meithalun, Al-Taybeh, Battir, and Ya‘bad, adding them to 39 other municipalities that have already been granted these powers previously.

The Cabinet also referred the Public-Private Partnership Law to the President after completing its third reading and concluding consultations with all relevant stakeholders. The law seeks to encourage private-sector participation in investment in infrastructure and the development of public service management, thereby contributing to economic development, while establishing a structured and transparent legal framework for PPP, as well as creating job opportunities.

The session also included a briefing from the Minister of Agriculture on efforts by various government bodies to facilitate the export of dates as the season begins, alongside measures already introduced to facilitate the export of locally produced guavas, avocados, and lemons to international markets.

The Minister of Culture also briefed the Cabinet on the launch of a programme of activities marking Palestinian Heritage Day, which falls tomorrow, Wednesday. The programme includes a press conference, the presentation of activities and exhibitions, and heritage seminars and awareness workshops across the Palestinian governorates. Coinciding with the occasion, the Ministry will also launch the National Register of Intangible Cultural Heritage, a national digital archive documenting and preserving elements of Palestinian cultural heritage.
