NEW YORK, September 24, 2026 (WAFA) — The co-chairs of the Global Alliance for the Implementation of the Two-State Solution reaffirmed today that the two-state solution remains the only internationally agreed framework that guarantees the Palestinian people's right to self-determination and establishes peace in the region.
The co-chairs issued the statement during a ministerial meeting of the Global Alliance held on the sidelines of the 81st session of the United Nations General Assembly, one year after the adoption of the New York Declaration. The meeting was attended by Palestinian Prime Minister Mohammad Mustafa via video link, as well as representatives of nearly 100 states and organizations and the High Representative of the Board of Peace for Gaza. The meeting was co-hosted by Saudi Arabia, the European Union and Norway.
The co-chairs expressed deep concern over developments on the ground that are undermining the foundations of a two-state solution, including Israeli settlement expansion, the E1 plan, demolitions, forced displacement, annexation and threats of annexation, and colonist violence.
They called for an end to such measures and accountability for those responsible for colonist violence, while stressing the need to preserve the historic and legal status quo at the holy sites in Jerusalem.
They reaffirmed their vision of a unified Palestine and two states living in peace in the region, emphasizing that the Gaza Strip and the West Bank, including East Jerusalem, constitute a single Palestinian territorial unit.
They said the Israeli occupation must end and that the Palestinian people have an inalienable right to self-determination and to establish an independent, sovereign, democratic, geographically contiguous and viable state alongside Israel in peace and security, based on the 1967 lines and in accordance with international law and relevant United Nations resolutions.
The co-chairs emphasized that Gaza cannot have a separate political future from the West Bank, calling for transitional arrangements to lead to its reunification with the West Bank under a single legitimate Palestinian government.
They also reaffirmed their support for the Board of Peace, the Office of the High Representative, the National Committee for the Administration of Gaza and the International Stabilization Force, in line with the arrangements referenced by the Alliance. The Global Alliance's September 2026 ministerial meeting was specifically convened to review implementation of the New York Declaration and the Gaza peace initiatives, including Security Council Resolution 2803, and to develop proposals for 2026-2027.
Addressing Palestinians, the co-chairs said their commitment to the establishment of a Palestinian state remains firm and that Gaza will not be separated from the West Bank. They told Israelis that obstructing a two-state solution would not provide lasting security, while maintaining that peace alongside an independent Palestinian state remains possible.
They called on the international community to act immediately to preserve and implement the two-state solution, warning that continued developments on the ground risk further undermining its foundations.
The co-chairs also expressed concern over the financial and institutional pressures facing the Palestinian Authority, stressing the need to preserve its financial sustainability, including through the release of all withheld clearance revenues.
They called for support for Palestinian-led institutional reform and renewal, including through elections, and urged all parties to facilitate the holding of the upcoming national elections. They also called on donors to provide direct assistance to support the Palestinian Authority.
