The Palestinian Central Council: Key points in its final statement

 

RAMALLAH, Tuesday, October 30, 2018 (WAFA) – The Palestinian Central Council met in Ramallah on Sunday and Monday and after deliberations on important matters it issued a statement on the results of its meeting, the 30th. Following is an unofficial translation of the main points that came in the final statement:

Firstly: We support  the position of President Mahmoud Abbas and the Executive Committee in rejecting the so-called deal of the century, or any other name, and to confront it by all means in order to thwart it; consider the US administration as a partner to the Israeli occupation government and part of the problem and not part of the solution; stress the continuation of severance of relations and contacts with the US administration until it rescinds its illegal decisions on Jerusalem, refugees and settlements and its position from the PLO.

Adhering to the call for an international peace conference with full powers under the auspices of the United Nations and includes the five permanent members of the Security Council and other member states on the basis of international law and relevant United Nations resolutions, and in coordination with all the Arab and international parties to ensure the end of the Israeli occupation and the implementation of the relevant UN resolutions in order to achieve a comprehensive, lasting and just peace in the region.

Adhering to the Arab Peace Initiative as adopted in 2002 at the Beirut Arab summit and refusing to change it in any way or form while demanding that all Arab countries stop all forms of normalization with the occupation authority (Israel) until the full implementation of the Arab peace initiative.

Adherence to the vision of President Mahmoud Abbas, which he put before the UN Security Council on 20 February 2018, in order to end the Israeli occupation and reject projects to liquidate the Palestinian cause and end the Palestinian national project, reject the transitional solutions, including the state with provisional borders, attempts to sever the Gaza Strip from The West Bank and Jerusalem, and the Gaza mini-state.

Second: Determining the relationship with the occupation authority (Israel)

The Palestinian Central Council affirms that the relationship between our people and its State with the Government of Israel, the Occupying Power, is a relationship based on the conflict between our people and its State under occupation and between the occupying power and racism (Israel).

It affirms that the immediate objective of our people is to end the occupation and achieve independence of the State of Palestine with East Jerusalem as its capital on the 4 June 1967 borders in implementation of previous resolutions of the National Council, including the 1988 Declaration of Independence and relevant United Nations resolutions, including General Assembly resolution 19/67 on November 29, 2012, and uphold the right of our people to self-determination and return on the basis of UN resolution 194.

In view of Israel‘s continued denial of the signed agreements and the ensuing obligations, the Palestinian Central Council reaffirms its previous decision considering the transitional phase no longer exists, decides to end the obligations of the Palestine Liberation Organization (PLO) and the Palestinian Authority towards its agreements with the occupation authority (Israel), mainly suspending recognition of the State of Israel until its recognition of the State of Palestine on the 4 June 1967 borders with East Jerusalem as its capital, the cessation of security coordination in all its forms, and economic disengagement on the grounds that the transitional phase, including the Paris Protocols, no longer exist, and on the basis for identifying practical pillars and steps to continue the process of transition from the stage of Authority to the embodiment of the independence of a sovereign an independent state.

The Central Council authorizes the President and the Executive Committee to follow up and ensure their implementation.

Eighth: Ending the Palestinian division and reconciliation:

The Central Council holds Hamas fully responsible for the failure to comply with the implementation of all signed agreements and their failure, the latest of which was the agreement on October 12, 2017, which was ratified by all Palestinian factions on November 11, 2017, and affirms our commitment to fully implement these agreements under the supervision of the brothers in Egypt.

The Council also confirmed its total rejection of the suspicious projects aimed at severing the Gaza Strip from the West Bank, including our eternal capital East Jerusalem as part of the deal of the century.

The Central Council reaffirmed that the truce with the Israeli occupation is the national responsibility of the Palestine Liberation Organization as the sole and legitimate representative of the Palestinian people, as in the Palestinian-Israeli indirect negotiations in 2014 and not a job of the factions, according to the Egyptian initiative to stop the Israeli aggression on the Gaza Strip.

The Central Council affirms that addressing the situation in the Gaza Strip in all its aspects stems from the political efforts to end the division, achieving national reconciliation and rejecting what is being proposed under the name humanitarian projects and sea and airports outside the borders of the State of Palestine in order to destroy the national project and liquidate the Palestinian cause, while affirming that there will be no state in the Gaza Strip and no state without the Gaza Strip. The Central Council warns any party from interfering to weaken the Palestinian position and facilitate the passage of the deal of the century and its consequences.

Tenth: The Central Council calls for continuing the efforts exerted to implement the resolutions on international protection for the Palestinian people, obtain full membership of the State of Palestine in the United Nations and recognition by world countries that did not yet recognize the State of Palestine on the 1967 borders with East Jerusalem as its capital, while working to prevent any state from recognizing Jerusalem as the capital of the occupation authority (Israel), in addition to asking the countries that have taken this step to rescind their decisions that are in violation of international law and international legitimacy.

Eleventh: The Central Council calls on the Arab states to activate the resolutions of the Arab Summit held in Amman in 1980 which obliges the Arab countries to sever all diplomatic relations with any state that recognizes Jerusalem as the capital of Israel and moves its embassy to it.

Twelfth: The Central Council stresses the adherence to our right to resist the occupation by all means in accordance with international law.

Thirteenth: The Central Council stresses the necessity of supporting the Israel boycott movement, BDS, withdrawing investments from it and inviting countries of the world to impose sanctions against Israel, especially in light of the racist Nation-State law.

Fourteenth: The Central Council salutes the struggle and steadfastness of the freedom prisoners in the Israeli occupation prisons and reaffirms its call to national and international institutions to pursue their cases in all international forums until their release, and supports administrative detainees in their boycott of Israeli courts. … The Council rejects the American blackmail (Taylor-Force Law), and the decision of the Israeli government to deduct the allowances of the families of martyrs, prisoners and wounded from the Palestinian clearing revenues, which is in violation of international law, including Article 81 and Article 98 of the Fourth Geneva Convention of 1949, which affirms the duty to pay allowances and commitments to the families of martyrs, prisoners and the wounded.

Twenty-first: President Mahmoud Abbas and the members of the Executive Committee will continue to implement all of the decisions of the National Council and the Central Council, and take practical steps in accordance with the appropriate priorities, to strengthen the steadfastness of our people and maintain its higher national interests.

Twenty-second: President Abu Mazen will be responsible for forming the higher national committee for this purpose.
